Implementation of master plans for core cities has begun in the Arctic zone of the Russian Federation

Comprehensive development plans for key population centers in the Arctic Zone of the Russian Federation (AZRF) are moving into the implementation phase. In the fall of 2025, the Russian Government, in fulfillment of the President's instructions, approved long-term comprehensive development plans for 15 Arctic cities and agglomerations through 2035, with a total funding volume of 2.9 trillion rubles. The development and implementation of Arctic master plans is being carried out with the participation of the Ministry of the Russian Federation for the Development of the Far East and Arctic, the Far East and Arctic Development Corporation, and the Federal State Unitary Enterprise "Vostokgosplan."

Among the cities and agglomerations for which development plans have been drawn up are Dikson, Arkhangelsk, Norilsk and Dudinka, Murmansk, Kirovsk and Apatity, Monchegorsk, Vorkuta, Naryan-Mar, Kem and Belomorsk, Bilibino, Pevek, Tiksi and Naiba, Salekhard and Labytnangi, Novy Urengoy, and Noyabrsk.

The long-term comprehensive plans for the development of Arctic cities envisage the implementation of 516 measures with a total funding of 2.9 trillion rubles. The majority of the funds—1.74 trillion rubles, or approximately 60%—will be provided through extra-budgetary investments, demonstrating the high investment attractiveness of the Arctic Zone of the Russian Federation. The federal budget plans to allocate 555 billion rubles for these purposes by 2035, including 313 billion rubles by 2030. An additional 598 billion rubles are allocated for these purposes from regional budgets.
