The Ministry of the Russian Federation for the Development of the Far East and Arctic, the Far East and Arctic Development Corporation (FEDC), and the “Information and Analytical Center” of the State Commission for Arctic Development are participating in the implementation of the master plans. Overall, the implementation of long-term comprehensive plans for the socio-economic development of key settlements in the Arctic zone of the Russian Federation covers 15 Arctic cities and agglomerations, with a total funding volume of 2.9 trillion rubles through 2035.
The Kirov-Apatity agglomeration encompasses Kirovsk, Apatity, and Polyarnye Zori, along with their jurisdictional territories. It is home to approximately 80,000 people. The master plan envisions developing the area as a hub that combines industrial production, science, and a modern urban environment. Apatity is expected to strengthen its role as the leading scientific center of the Russian Arctic and a creative cluster in the Arctic, while Kirovsk is expected to establish itself as a federal winter sports center and one of the key ski resorts in the North.
The agglomeration is one of the country's largest mineral resource centers, accounting for over 80% of Russia's phosphate production. Prospects also lie in the development of lithium deposits and rare earth metal reserves.
