Subsidiaries

The Russian Far East and Arctic Development Corporation (FEDC) is the management company of the Arctic Zone of the Russian Federation, the Free Port Vladivostok, and the advanced special economic zones in the Far Eastern and Arctic constituent entities of Russia.

Functions

• acting as a developer of infrastructure facilities in the advanced special economic zone;
• ensuring the functioning of infrastructure facilities in the advanced special economic zone and/or make arrangements to ensure such functioning;
• organizing the provision of services to residents of the advanced special economic zone that are necessary for them to carry out activities in the advanced special economic zone (including legal services, accounting services, customs clearance services);
• obtaining the technical infrastructure for connection (technological connection) to utility networks and make it available to the residents carrying out construction;
• upon a request by a resident, providing and defending the interests of the resident in court, bringing claims in cases arising from administrative and other public legal relations, and in cases involving the protection of the rights and legitimate interests of an indefinite circle of legal entities and individual entrepreneurs with resident status;
• organizing the construction and operation of highways;
• organizing transport services in the advanced special economic zone;
• preparing proposals on amendments to master plans of settlements, master plans of urban districts, schemes of territorial planning of municipal districts, within the boundaries of which the advanced special economic zone is located, as well as to the rules of land use and development of these municipal formations;
• organizing the placement of infrastructure facilities in the advanced special economic zone;
• ensuring all measures necessary for the execution of decisions on the compulsory purchase (or appropriation) of land plots and/or real estate objects located on them, and other property, including assessing the value of the appropriated real estate on behalf of the authorized federal body; carrying out the necessary cadastral work; negotiating with the owners of the appropriated real estate;
• organizing power supply, heat supply, gas supply, cold and hot water supply and waste water disposal in the advanced special economic zone;
