As a tool for planning the development of local energy systems, it is proposed to develop programs for the development of local engineering infrastructure for each remote settlement. The document should include interrelated issues of providing electricity, heat and water supply, as well as implementing measures to improve energy efficiency on the consumer side, and ensure the selection of the optimal solution for the long term.
According to Maxim Gubanov, Head of the Energy and Housing and Public Utilities Department of the FEDC, the proposed approach was developed for the purpose of implementing the strategy of spatial development of the Russian Federation and is fully consistent with the state energy policy and the policy on the socio-economic development of the Far East and the Arctic.
