The State Duma Committee for the Development of the Russian Far East and Arctic during its meeting supported for consideration in the first reading the draft laws prepared by the Ministry for the Development of the Russian Far East and Arctic of the Russian Federation.

In particular, the draft law, allowing to launch the Russian Far East Quarter program, providing for comprehensive development in the ASEZ using the uniform modern standard, has been considered. Over 2.2 million square meters of residential premises would appear in the Russian Far East thanks to this program. The residents will be provided with the necessary infrastructure. The program is being implemented by the Ministry for the Development of the Russian Far East and Arctic of Russia. 

“We are considering a package of laws and regulations launching the Russian Far East Quarter program. We expect that each of the Russian Far East Quarters will change the image of the city and have a positive impact on the prices. The draft laws introduced must give an impetus to construction of residential housing in the Russian Far East, facilitate a whole range of procedures in this sphere”, Chairman of the State Duma Committee for the Development of the Russian Far East and Arctic Nikolay Kharitonov remarked.

The draft law will make it possible for a management company to conduct competition (selection) for the right to conclude housing construction agreements. A company winning the competition will obtain the status of ASEZ resident and enjoy the envisaged preferential regime benefits. The Ministry for the Development of the Russian Far East and Arctic of Russia shall determine the selection criteria and competition procedure.

“Improvement of housing conditions for the Russian Far East Residents is our absolute priority. This legislative proposal will simplify a number of administrative procedures and will favor appearance of available housing for the people very soon. “The Russian Far East Quarter will become a comfortable place for living in the Russian Far East”, the State Secretary, Deputy Minister of the Russian Federation for the Development of the Far East and the Arctic Pavel Volkov emphasized.

Another amendment will be in respect of preferential regimes names. It is proposed to enshrine the well-established practice of using the term “ASEZ” and rename “advanced special social-economic development zones” into “advanced special economic zones”.

Another important draft law - “On Amendments to the Federal Law “On the Specifics of Providing to Individuals Land Plots that are in State or Municipal Ownership and Located in the Arctic Zone of the Russian Federation and in Other Territories of the Russian North, Siberia and the Russian Far East, and on Amendments to Particular Legislative Acts of the Russian Federation” and to the Federal Law “On Entering into Force of the Town-Planning Code of the Russian Federation”.

Nikolay Kharitonov put special emphasis on the fact that the legislative amendments have been prepared by the Ministry for the Development of the Russian Far East and Arctic of Russia based on the results of the law enforcement practice of Federal law No. 119 as well as statements from authorized state bodies, local self-government bodies and statements received from individuals with regard to its implementation issues.

Amendments are envisaged concerning legal regulation of provision and further use of land plots within the framework of implementation of the Hectare in the Far East and Hectare in the Arctic programs. It shall be allowed to build residential facilities on a land plot provided for use free of charge, in respect of which no land use and development rules have been approved. The obligation to submit a declaration on the use of the land plot after three years will be cancelled. The mechanism for forming the list of plots, taking into account the established criteria for their provision, is being improved. The suggested innovations will make it possible to significantly simplify the procedure of obtaining and further developing “hectares” by individuals.
