Last year, Sakhalin Region achieved a record level of fixed capital investment—over 355 billion rubles. Over the first nine months of 2025, this represents a 19% increase compared to the same period in 2024.
The region has a comprehensive system of government support measures for investment projects. There are two special economic zones (the “Kuril Islands” ASEZ and the “Sakhalin” ASEZ), a special regime for the “Free Port of Vladivostok”, and a unique preferential tax regime in the Kuril Islands.
