As part of the strategy's implementation, socioeconomic development mechanisms have been established, including the Arctic Zone of the Russian Federation (AZRF) regime and Arctic priority development areas, programs for providing preferential Arctic mortgages and free use of the "Arctic hectare," and others. A Northern Sea Route development plan has been approved, the law "On Northern Delivery" has been adopted, and long-term comprehensive development plans for key settlements are being implemented.
Russian President Vladimir Putin has instructed the preparation of proposals to update the Arctic Zone Development Strategy, considering the planning horizon up to 2050. The primary instrument for implementing the strategy will be a comprehensive project for the development of the Arctic zone and the Trans-Arctic Transport Corridor. This comprehensive project will align the implementation of existing and planned infrastructure projects, align the development of the Trans-Arctic Transport Corridor with the volume of cargo transported—minerals extracted, international and transit cargo—and ensure the achievement of national goals and the strategy's target indicators.
According to Alexey Chekunkov, Minister for the Development of the Far East and Arctic, the comprehensive project's activities are currently being developed jointly with interested federal authorities and regions, and its discussion is planned for the end of April this year.
"Before the document is reviewed at the strategic session chaired by Prime Minister Mikhail Vladimirovich Mishustin, it is necessary to identify the financial sources for each item of the comprehensive project and assign responsible executive bodies. I ask that work on drafting the document continue and achieve precisely this outcome. Specific federal executive bodies and ministers must be held accountable for all planned actions," emphasized Yuri Trutnev.
