Yuri Trutnev: border infrastructure needs to be modernized faster

Deputy Chairman of the Government of the Russian Federation - Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District Yuri Trutnev visited the multilateral road and railway checkpoints in Zabaikalsk on the border with China and got acquainted with the work of the “TransContainer” transport and logistics center. The Zabaikalsk railway checkpoint is the largest in the country. The volume of transportation accounts for half of all cargo transported across the land section of the Russian-Chinese border (in 2022 - 30.2 million tons). Cargo control takes place without opening containers or stopping the train running at speeds of up to 70 km/h. An administrative building was built and put into operation to house departments of state control bodies, equipping office premises and workplaces with modern technical means of control and communication. The throughput capacity of the checkpoint was 52 trains per day (32 trains on the 1520 mm gauge and 20 trains on the 1435 mm gauge). The international automobile checkpoint Zabaikalsk is the main economic gateway on the border with China and provides over 50% of Russian-Chinese trade turnover. In September-October, almost 7 thousand freight vehicles crossed the border with China (3,869 in September, 3,126 in October). Design work is underway to reconstruct the checkpoint. The implementation of the project will increase the capacity of the border crossing to 2,400 vehicles per day (1,600 trucks, 500 cars and 300 passenger vehicles). Yuri Trutnev drew attention to the loading of the TransContainer TLC. Currently the terminal is loaded at 50% of its designed capacity. The throughput and carrying capacity of the Zabaikalsk station and the Zabaikalsk railway crossing point do not provide the required supply of trains of 8 pairs per day with the prospect of up to 16 pairs. Currently, 5 pairs are transmitted per day due to infrastructural limitations of the Zabaikalsk station. “When we talk about the development of the Far East, which is carried out in accordance with the instructions of the President of the Russian Federation, then, first of all, we note the number of jobs created, the number of investment projects being implemented, and the volume of attracted investments. These are really big numbers and a lot of work. But it would be untruth to say that everything works out. We have points of vulnerability. One of them is related to the pace of creation of border infrastructure. This is the competence of the Russian Ministry of Transport. I will be obliged to report to the Chairman of the Russian Government that the work is being carried out at an unsatisfactory pace. The load on the border infrastructure has sharply increased: both at the Eastern training ground and at the checkpoints. Any delays in infrastructure modernization hinder the development of the country's economy. We must roll up our sleeves and work much faster,” Yuri Trutnev summed up the results of the inspection.
