“The work that has been carried out over the years on the advanced development of the Far East has allowed the Far East to overcome the challenges of 2022 relatively better than the average in the Russian Federation. Among the most important results is the extension of the state program for the development of the Far East, the continuation of its resource provision for the period 2023-2025, including the extension of such an important instrument as the presidential Far East “Unified Subsidy” and the launch of an instrument that should increase the idea of the “Far Eastern Concession” , - says Alexei Chekunkov, Minister of the Russian Federation for the Development of the Far East and the Arctic.
With the help of state support measures, 2,799 investment projects are being implemented in the Far East. 2.9 trillion rubles were invested in projects, of which 537 billion or 23% is an increase in 2022. And the volume of investments under the agreements is 7.2 trillion rubles. More than 500 enterprises have been put into operation, of which 140 began to work in 2022. 108 thousand jobs were created, including 14 thousand jobs in 2022.
During the existence of preferential regimes, the budget expenditures of the Russian Federation amounted to 181 billion rubles. At the same time, the country's budget revenues from the activities of residents of the ASEZ and the Free Port exceeded 228 billion rubles. Thus, the excess of state budget revenues over the costs of creating and supporting the ASEZ and the Free Port amounted to almost 50 billion rubles. Another important point is the ratio of private and public investments. Starting from 2015, the growth rate of private investment in ASEZ's projects significantly exceeds the rate of budget investment. Since 2017, the overall ratio of public and private investments in the Far Eastern ASEZ has been above the target value (“1 to 10”). Now the residents of the ASEZ have invested almost 2 trillion rubles, the state - 66 billion rubles. Still, according to the Deputy Prime Minister, it is necessary to improve preferential regimes and create better conditions for business development in the Far East.
“We are obliged to maintain economic growth, today not only the well-being of the Far East depends on this, the security of our country largely depends on this,” Yury Trutnev summed up the discussion.
