Yuri Trutnev: it is necessary to implement the master plans of Ulan-Ude and Severobaikalsk as quickly as possible

As part of a working trip to the Republic of Buryatia, Deputy Chairman of the Government of the Russian Federation - Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District, Yuri Trutnev, held a meeting “On the master plan for the development of Ulan-Ude and Severobaikalsk.” The master plans for the capital of Buryatia and Severobaikalsk were developed on the instructions of Russian President Vladimir Putin, after the Eastern Economic Forum in 2021. The Ulan-Ude agglomeration development project includes the comprehensive development of the territory of the center of Ulan-Ude. An embankment and a world-class interuniversity campus “Baikal” will appear in the republican capital. A National Museum will be created. The comprehensive development of the city center provides for the renewal of territories over 10 years by eliminating dilapidated housing and constructing new facilities on a total area of 35.2 hectares. “In total, the Ulan-Ude master plan contains 30 projects totaling 277 billion rubles. Based on the results of the work carried out jointly with the Ministry of Eastern Development, funding has now been provided for 16 events in the amount of about 36 billion rubles. These are only budgetary investments, in addition to this there will also be extra-budgetary ones. The construction of two significant objects for Buryatia has begun: the Baikal theatrical and cultural center and the national museum. The projects are being implemented within the Far Eastern concession. The investor is in the final stage of updating project documentation. Our concession was signed in November 2023. All work has already begun,” noted the Head of Buryatia, Alexey Tsydenov. As part of the master plan in Severobaikalsk, such large facilities as the airport runway in Nizhneangarsk and berths at Lake Baikal, reconstruction of the central boiler house and utility networks, as well as the Tyi water intake are planned for reconstruction. At the request of local residents, the improvement of the “Northern Lights” park, including the city beach, will continue, and the overpass along the Student Street will be overhauled. It is planned to create a children's sailing school, build a federal-level children's camp "Baikal", a new campus of the Buryat Republican Multidisciplinary College of Innovative Technologies, and the "Builder" stadium. The BAM History Park will be improved. “The most important thing now is to pick up the pace in the implementation of master plans. The Russian Government carried out work on their approval during 2023. Now, in 2024, the time has come for implementation. We need to move and work faster. There is a lot of work ahead in both Ulan-Ude and Severobaikalsk. We will monitor that the instructions of the President of the Russian Federation Vladimir Vladimirovich Putin are carried out promptly,” Yuri Trutnev summed up the meeting.
