Speech by Yuri Trutnev on the issue of “Attracting Investments to the Kuril Islands” at an operational meeting with Deputy Prime Ministers

At the direction of the Chairman of the Government of the Russian Federation, a preferential regime with the most favorable conditions for attracting investment has been established in the Kuril Islands.

Currently, 55 investment projects are being implemented in the Kuril Islands under two preferential regimes. Agreements worth 38 billion rubles have been signed. 16.3 billion rubles have been invested, 13 projects have been implemented, and 1,900 jobs have been created.

Obviously, compared to the nearly 6 trillion rubles and 3,000 projects in the Far East, these figures are not particularly large. But for the Kuril Islands, with a population of 24,000, these are significant changes.

Tourism development is of greatest interest to investors. Of the 55 projects, 34 are in the tourism sector. There are also six projects in information technology and five in construction.

The most significant completed projects include 30- and 25-bed hotels on Iturup and Kunashir Islands, boat excursions in the Northern Kuril Islands, the construction of two crab fishing vessels, and multimodal freight transportation.

Residents' tax revenues to budgets at all levels in 2025 amounted to 2.8 billion rubles.

Efforts to attract investors continue. In 2025, another 15 companies received resident status on the Kuril Islands of the Russian Federation. Three more received this status in January of this year.

Extensive work is underway to create a museum on Shumshu Island dedicated to the Kuril Landing Operation. In August 1945, our paratroopers landed on Shumshu Island and routed a numerically superior force of the Kwantung Army. This battle ended World War II.
