Speech by Yu.P. Trutnev at the plenary session of the “United Russia” party forum “There is a result”

Dear residents of the Far East, dear friends! In December 2013, Russian President Vladimir Vladimirovich Putin designated the development of the Far East as a national priority for the entire 21st century. On his instructions, the entire governance system for the macroregion was restructured, establishing a Ministry for the Development of the Far East and a Presidential Plenipotentiary Envoy to the Far Eastern Federal District. How did this work begin? First and foremost, with the creation of a system of benefits that enabled us to fulfill the objectives set by the President: 90 federal laws were adopted. The “United Russia” party played an active role in this work. I want to thank everyone. The country's economic map now boasts Priority Development Areas and the Free Port of Vladivostok, preferential treatment in the Kuril Islands, and the world's largest special economic zone in the Arctic. The "Far Eastern Hectare" and mortgage mechanisms, subsidies for socially significant air routes, and the Northern Delivery Service have been launched. The resulting system of preferences, along with the work of the Corporation and the Ministry for the Development of the Far East, have created conditions for increased investment in the macroregion. In terms of investment growth, construction, housing construction, and industrial production, the Far East exceeds the Russian average by almost 30%. What has this resulted in? Support for entrepreneurial initiative and the influx of investment into the Far East regions have significantly transformed the territories themselves. New businesses have begun to be built, and more and more high-paying jobs have emerged. The very appearance of the macro-region has changed. Rapid economic growth has ensured increased regional budget revenues. Over the past 10 years, revenues in the Far Eastern Federal District have increased 2.3-fold. This growth, in turn, has provided funding for large-scale social programs and made it possible to begin implementing regional development plans.

Now about the Far East development strategy.

The development of the regions and the creation of new enterprises have created new challenges. We needed more electricity, greater railway capacity, and more air routes.

At the direction of the President of Russia, a program for developing the Far East's electric power industry will be implemented. This includes constructing new generation facilities with a total capacity of 12.8 GW, and increasing the gasification rate from 28% to over 50%.

Work will continue to expand the carrying capacity of the Baikal-Amur Mainline (BAM) and the Trans-Siberian Railway to 270 million tons. Additional port capacity will be created, amounting to 136 million tons.

By 2030, passenger traffic within the Far Eastern Federal District will increase to 4 million people per year. Twenty-five airports will be reconstructed.

Economic growth must ensure an improved quality of life. Creating better living conditions is our primary goal.

Strategic objectives are to create high-paying jobs, a comfortable living environment, and conditions for an increased birth rate. We plan to more than double labor productivity in the manufacturing sector, increase employment by 146,000 people by 2036, and increase real incomes of the population by almost four times.
