Authorities of Heihe, China presented with the advantages of the ASEZ in the Amur Region

Director of MC “Amurskaya” (a subsidiary of the Russian Far East and Arctic Development Corporation) Alexey Loginov took part in a meeting between the authorities of Blagoveshchensk and Heihe, dedicated to the joint work by the two cities to attract investment and restore the economy in the post-Covid period. During the event, held in a teleconference format, representatives of the People’s Government of the Chinese border city were told about the opportunities for economic cooperation and the Amur Advanced Special Economic Zones (ASEZs).

The participants of the meeting were greeted by Deputy Head of Blagoveshchensk Maxim Nozhenkin and Head of the Foreign Affairs Office of the Heihe People’s Government Yang Jie. 

A number of issues were raised at the meeting, and agreements were reached on each. In particular, the Chinese delegation was interested in the possibility of developing the economy using the advantages of the “Priamurskaya” ASEZ - this is the construction zone of the cable car and the Golden Mile project, as well as the possibility of presenting Russian ASEZs in Heihe and Chinese free trade zones in Blagoveshchensk, and their coupling. 

In terms of the sites available, for example, about the territory in the village of Rovnoe close to the cross-border bridge, as well as administrative and tax benefits for residents of the ASEZ, the process of obtaining land and the responsibility of residents, the Director of the Amurskaya Management Company Alexey Loginov said: “ASEZ investors have access to significant income and property tax benefits, reduced insurance premiums. The corporation provides residents with land, and infrastructure support for ongoing projects is provided. Receiving tax benefits and administrative preferences, entrepreneurs undertake to implement projects of certain parameters within a specified time frame, and these conditions are fixed by an investment agreement.”

Deputy Director of the Amur Region Investment Promotion Agency Sergey Khmura, in turn, offered support to Chinese investors. 

The second segment of questions touched upon the experience and plans for the development of tourism in the capital of the Amur Region. 

Deputy Mayor Maxim Nozhenkin spoke about the future of international cooperation. “Infrastructure, including to receive Chinese tourists, continues to be developed in Blagoveshchensk. This includes the construction of the large city center ‘Tribune Hall’, the reconstruction of the airport, the restoration of historical buildings, and plans for a dinosaur museum. We also discussed with China joint planning and linking the master plan for the city of Blagoveshchensk with the development plan for the city of Heihe, including not only the construction of tourist facilities, but also the opening of new industries, tax, customs and visa regimes for swifter development of the economy of the two territories,” said Maxim Nozhenkin. 

As a result of the meeting, a working group on cooperation in terms of industry between Blagoveshchensk and Heihe will be created.
