The implementation of a master plan for an agglomeration with key infrastructure projects has begun in Naryan-Mar

The Nenets Autonomous Okrug (NAO) has launched a master plan for the Naryan-Mar agglomeration, the okrug's administrative center and a key population center in the Russian Federation's Arctic zone. The city's long-term comprehensive socio-economic development plan through 2035, approved by a Russian government decree, provides for the modernization of transportation, engineering, and social infrastructure. Several projects have already entered the active phase.

The agglomeration is home to approximately 32,000 people. The comprehensive development of the area is aimed at improving quality of life, creating new jobs, and unlocking the region's economic potential.

A key feature of the Naryan-Mar master plan is its focus on the uniqueness of the area. The developers considered the harsh Arctic climate of the Nenets Autonomous Okrug: the polar night lasts 25 days, and winter lasts 230 days a year, with wind speeds on the coast often exceeding 20 m/s. In response to these challenges, the document for the first time formulates a city lighting master plan—a unified lighting concept that adapts to seasonal and weather conditions, reduces light pollution, and creates a comfortable environment during the long polar night.
