The issue of creating a future ASEZ was discussed at a meeting of the Presidium of the State Commission for the Development of the Arctic, held under the leadership of Deputy Prime Minister of the Russian Federation - Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District Yuri Trutnev.

According to the Governor of the Arkhangelsk Region Alexander Tsybulsky, the region, together with the Ministry for the Development of the Russian Far East and the Corporation for the Development of the Far East and the Arctic JSC, proposes to develop the planned ASEZ in two directions: to implement the “Arctic Quarter” project and create an industrial park to accommodate small and medium-sized industrial enterprises.

The Arctic Quarter project provides state support for housing construction. The project assumes that an ASEZ regime with all its preferences and benefits for the developer will be created for residential development. The engineering infrastructure will be built at the expense of budgetary funds. This mechanism will make it possible to build housing, including for needy categories of citizens.

The second direction is aimed at solving the problem of an acute shortage in the region of investment sites ready to accommodate industrial enterprises. To date, there is a request from 20 potential investors with a total planned investment of about 5 billion rubles, who need land provided with the necessary engineering infrastructure.

The creation of the ASEZ in the Arkhangelsk region was approved at a meeting of the presidium of the State Commission for the Development of the Arctic.
