Creation of agglomerations - a new stage of the “Hektar” program

In Vladivostok, as part of the business program of the EEF-2022, a panel session “Hectare: results of five years. A new stage is agglomeration” took place. At the session, it was noted that the “Hektar” program, which provides residents of the Far East and the Arctic with the opportunity to obtain land plots free of charge and as quickly as possible, contributes to the active involvement of the population in the development of territories. A new stage in the implementation of the program today has been the development of agglomerations - compactly located allocated land. Transport and energy infrastructure have already been built for 11 of them.

According to the participants of the program, each type of agglomeration needs its own approach to creating infrastructure. For agricultural agglomerations, some support tools are needed, for the construction of a new settlement and for tourism projects - others. For each type of land use different working tools and support measures should be created. In addition, issues related to territorial planning should be resolved. Even at the site selection stage, recipients should be able to see the prospects for creating social infrastructure so that they can plan their life and understand their future on the land received under the program.
