Agreements to implement activities in the ASEZ with the Russian Far East and Arctic Development Corporation (FEDC) were signed in April by two more Amur enterprises. 

“The Priamurskaya Advanced Special Economic Zone remains the leader among the region’s preferential regimes in terms of interest from private investors. Three enterprises have already entered the ASEZ since the beginning of 2022. Taking into account the growth of business activity in the near future in connection with the launch of cargo traffic on the cross-border bridge, as well as the expanded geographical boundaries of the ‘Priamurskaya’ ASEZ, which includes the lands of four municipalities, we predict a further increase in the number of residents of this ASEZ in 2022,” Minister of Economic Development and External Relations of the Amur Region Oksana Kuksheneva said. 

 

BLIK LLC and Production Company “Agromir” LLC are the twenty-second and twenty-third residents of the “Priamurskaya” ASEZ.

 

BLIK’s plans include the creation of a logistics center in the Amur Region for the storage, formation, and shipment of consignments of imports and exports as part of the trade turnover between Russia and China. Four covered warehouses, a loading and unloading area, an open storage area, a technical building for servicing equipment, an administrative building, and a security post are planned for the premises of the investment site “Rovnoe.” Commissioning of the facility is planned for the fourth quarter of 2025. 

 

The preferential regime of the ASEZ at the expense of tax incentives at lower costs will allow the production company “Agromir” to build a modern warehouse complex on the premises of the investment site “Rovnoe.” It will include a 1,400-square-meter 3,500-ton capacity grain warehouse, a vegetable storage area with an automatic ventilation and climate control system, as well as a sorting complex for vegetables and a conveyor drying system with a range of services for storage, sorting, and cleaning. 

 

Companies were helped to obtain ASEZ resident status by the regional Investment Promotion Agency and Amurskaya Management Company (a subsidiary of the Russian Far East and Arctic Development Corporation).

 

“Enterprises that new investors plan to create are important for our region. If in the first case we continue to strengthen our partnership and economic relations with China, then in the second we will be able to support our own agricultural producers. The construction of a warehouse complex for the storage of grain and vegetables will ensure the maximum shelf life of Amur products for the domestic market without losing their quality,” said Deputy Director of the Investment Promotion Agency of the Amur Region Sergey Khmura.

 

According to the FEDC, there are three Advanced Special Economic Zones in the Amur Region today. Thirty-nine companies are residents of the Advanced Special Economic Zones “Belogorsk,” “Svobodny,” and “Priamurskaya,” and after the complete implementation of their projects, 1.7 trillion rubles in private investment will be invested in the region’s budget.
