A meeting of the investment headquarters for off-budget projects of the master plans of the Jewish Autonomous Region was held

The Investment Headquarters for Off-Budget Projects of Long-Term Comprehensive Development Plans for the Jewish Autonomous Region held its regular meeting in Moscow, chaired by the Ministry for the Development of the Russian Far East and the Far East and Arctic Development Corporation (FEDC). Participants discussed the progress of key initiatives within the Birobidzhan Master Plan, as well as government support measures, preferential lending programs, and mechanisms for attracting private investment.

Representatives of the Ministry for the Development of the Russian Far East, the Far East and Arctic Development Corporation, and the Government of the Jewish Autonomous Region participated in the meeting. Twenty-four extra-budgetary projects, approved by Russian Government Decree No. 2058-r of July 31, 2023, "On Approval of Long-Term Plans for the Comprehensive Socioeconomic Development of Several Metropolitan Areas through 2030," with a total value of 243.9 billion rubles, were reviewed.

The headquarters' work focused on cross-border logistics initiatives, including the construction of the “Garant” transport and logistics center and a universal transshipment terminal at the Nizhneleninskoye-Tongjiang border crossing, as well as the “Dalgrafit” LLC mining and processing plant project, scheduled to open in September 2026. Agro-industrial projects, including soybean processing, and new energy initiatives, including the construction of a solar power plant, were separately discussed. The headquarters participants identified systemic issues requiring further consideration: gasification of the Jewish Autonomous Region, the need to expand the boundaries of the “Amur-Khingan” ASEZ, issues of grid connection, and the coordination of customs procedures.

Following the meeting, priority next steps were identified. A decision was made to expedite the design and construction of the “Shalom” Industrial Park infrastructure, as well as to explore the possibility of reimbursing the “Dalgrafit” Mining and Processing Plant for infrastructure construction costs. The metallurgical cluster and Savkinskoye brucite deposit development projects, which require support through tax incentives under the priority development area regime, were reviewed by itself. All projects are managed by the Ministry for the Development of the Russian Far East using the Unified Information System for Master Plan Project Management, the first specialized digital master planning project management system in Russia.
