An ice cream and cocktail chain will open a new resident of the Arctic Zone of the Russian Federation in Arkhangelsk in 2026

The company "MINUS 18" will open two locations of the well-known Russian franchise "33 Penguins" in the capital of Pomorye, selling ice cream and cocktails. Desserts and lunches, coffee specialties, and author’s ice cream-based drinks will also be available. The company has received resident status in the Arctic Zone of the Russian Federation (AZRF), allowing it to implement the project with government support. Under an agreement with the Far East and Arctic Development Corporation (FEDC), the investment volume is approximately 2 million rubles.

"The “33 Penguins” brand is well-known and beloved in Russia, and I'm pleased to introduce it to Arkhangelsk. Being a resident of the Arctic zone offers more than just tax benefits; it's key support that allows us to immediately plan for the development of a full-fledged network, create more jobs, and invest more confidently in the region," said Mikhail Shatko, the company's CEO.

Anastasia Zhuk, Director of the Investment Project Support Department for the Arctic Zone of the Russian Federation (AZRF) at the FEDC, noted that the preferences offered by the Arctic Zone of the Russian Federation help improve the economic efficiency of investment projects through tax incentives. This provides significant support for businesses, and is especially important for smaller companies.
