“Samolet” and DOM.RF are expanding their cooperation on rental housing in the Arctic and the Far East

The “Samolet” Group will hand over 81 apartments to DOM.RF in the “Kolskie Ogni” residential complex in Kola (Murmansk Region). This is the first project in the Arctic implemented under the "Affordable Rental Housing in the Far Eastern Federal District and Arctic Zone of the Russian Federation" program. DOM.RF is the operator. The buildings, with occupancy-ready apartments, are scheduled to be completed in 2028. The affordable rental housing program is being implemented by DOM.RF in collaboration with the Ministry for the Development of the Russian Far East, the Ministry of Finance, the Ministry of Construction of Russia, regional authorities, and developers.

Tenant categories will be determined by the regional government. Thanks to subsidies from the federal and regional budgets, a family will pay approximately 12,400 rubles per month (in 2026 prices) for a 50 square meter apartment.

“Samolet” Group's participation in the program will not be limited to the Kola building. The company also plans to deliver 219 apartments with a total area of 11,200 square meters in the “Ryabinovaya Roshcha” residential complex in Chita (Zabaykalsky Region) and 144 apartments with a total area of 6,800 square meters in the “Serdtse Sakhalina” residential complex in Korsakov (Sakhalin Region). Both projects are being implemented under an agreement with the Far East and Arctic Development Corporation (FEDC) as part of the Far Eastern Quarter program, utilizing the preferences of special economic zones. All necessary agreements for the implementation of these projects were reached in 2024.
