Russia and China discussed the creation of the International ASEZ and infrastructure, and attracting investors to Bolshoy Ussuriysky Island

The third meeting of the Special Working Group on the Coordination of Development of the Russian and Chinese Parts of Bolshoy Ussuriysky Island was held in Fuyuan City, China. The event was co-chaired by Vitaly Altabaev, Deputy Minister of the Russian Federation for the Development of the Far East and Arctic, and attended by representatives of the Far East and Arctic Development Corporation (FEDC), the Khabarovsk Region government, Rosgranstroy, the Far East Development Agency, the Amur Inland Waterways Administration, and Chinese government ministries and agencies. As part of the working visit, the delegation also inspected the cargo and passenger checkpoint under construction and other facilities on the island.

Vitaly Altabaev, Deputy Minister of the Russian Federation for the Development of the Far East and Arctic, emphasized in his speech the strategic importance of the project and the consistent implementation of the agreements reached. He recalled that in August 2025, the parties agreed to hold quarterly meetings and prepare a “roadmap” for the development of Bolshoy Ussuriysky Island. The document was signed in September during Russian President Vladimir Putin's visit to China.

As a reminder, the “roadmap” for the development of Bolshoy Ussuriysky Island includes five sections: expanding the boundaries of the “Khabarovsk” ASEZ; creating border infrastructure and a checkpoint; developing infrastructure for investment projects; implementing investment projects; and coordinating joint development of island territories with China.
