During the meeting, the prospects for the implementation of the Sakhalin-1 project after Exxon Mobil (USA) exit, which owns a 30% stake, were discussed. In March 2022, ExxonMobil announced the start of withdrawal from the Sakhalin-1 oil and gas project, while the rest of the project participants express their readiness to work in the new conditions. And now all production facilities of Sakhalin-1 are operating as usual.

The Deputy Prime Minister recalled that in order to protect the national interests and economic security of the country, President of Russia Vladimir Putin signed a Decree (No. 416 dated June 30, 2022) on the transfer of the property of the operator of the Sakhalin-2 project, Sakhalin Energy, to the ownership of the Russian Federation and its transfer to the gratuitous use of a new company created by the Government of Russia.

The meeting participants also discussed the prospects for the implementation of the Sakhalin-3 project. Gas from the Kirinskoye field of this project is the main resource base for the Sakhalin-Khabarovsk-Vladivostok gas transmission system.

1.       Deputy Prime Minister of the Russian Federation - Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District Yuri Trutnev discussed with the Governor of the Sakhalin Region Valery Limarenko and the leadership of the Sakhalin State University the university development program until 2030 and the introduction of new university performance indicators.

The cost of the facility is 1.7 billion rubles, including 222.9 million rubles from the federal budget.

At the beginning of March 2022, a new preferential tax regime for companies implementing projects in the Kuril Islands came into force. Investors registered in the Kuril Islands after January 1, 2022 are exempt from paying income and property tax, as well as transport and land taxes for 20 years from the date of registration as a taxpayer. Insurance premiums were set at 7.6%.
