The list includes the Murmansk agglomeration (including the city of Murmansk and the closed administrative town of Severomorsk), the Kirov-Apatity agglomeration and the city of Monchegorsk of the Murmansk Region, the Kem-Belomorskaya agglomeration of the Republic of Karelia, the Arkhangelsk agglomeration (including the cities of Arkhangelsk and the city of Severodvinsk) of the Arkhangelsk Region, the city of Naryan-Mar of the Nenets Autonomous Okrug, the Salekhard-Labytnangi agglomeration, the cities of Novy Urengoy and Noyabrsk of the Yamalo-Nenets Autonomous Okrug, the Vorkuta agglomeration of the Komi Republic, the Norilsk-Dudinka agglomeration, the village of Dikson and the city of Igarka of the Krasnoyarsk Region, the village of Tiksi with the adjacent territories of the Republic Sakha (Yakutia), the cities of Anadyr and Pevek of the Chukotka Autonomous Okrug. The list was determined by the Government of the Russian Federation together with the regions that are fully or partially included in the Arctic zone.
