The regime does not impose investment obligations, making it suitable for both starting a new business and implementing specific investment projects. The preferential regime applies to all 56 islands. This creates favorable conditions for doing business in unique natural locations. In tourism, a priority area for business, residents are already implementing more than 30 projects. Successful examples include the “Utari” tourist complex on Iturup, with its “Kamuy Kotan” hotel and restaurant offering views, and the “Kunashir Resort and Spa” hotel complex on Kunashir. On Paramushir, the “Azimut-Kurily” company has organized sea freight transportation, and the “K-Ray” travel agency offers residents and travelers a full range of tourist services on Shikotan," commented Pavel Sheika.
