Master plans for the Arctic Zone of the Russian Federation. The Ob River Bridge, the “Obskoy Prichal” industrial park, and the “Rai-Iz” ski resort will transform the Salekhard and Labytnangi agglomeration by 2035

Implementation of the Salekhard-Labytnangi agglomeration master plan has begun in Yamal. The document outlines the long-term development of Salekhard as a key anchor community in Russia's Arctic zone: a hub for transport logistics, tourism, industrial services, and modern quality of life in Yamal. The master plan is being implemented with the participation of the Ministry of the Russian Federation for the Development of the Far East and Arctic, the Far East and Arctic Development Corporation (FEDC), and the “Information and Analytical Center of the State Commission for Arctic Development”. Overall, the implementation of the master plan for key settlements in the Arctic Zone of the Russian Federation covers 15 Arctic cities and agglomerations, with a total funding of 2.9 trillion rubles through 2035.

The Salekhard-Labytnangi agglomeration unites the capital of Yamal, the city of Labytnangi, and the village of Kharp, located at the foot of the Polar Urals. Despite being separated by the Ob River, the territories already form a unified economic and social space. Annual passenger traffic between the cities via ferry and winter road reaches approximately 1 million.

Today, Salekhard-Labytnangi is one of the fastest-growing agglomerations in Russia's Arctic zone. As of the beginning of 2025, the population was 81,200, an increase of 16% since 2010. This growth is driven by both natural population growth and a positive migration balance.

The key infrastructure project of the master plan is the construction of a bridge across the Ob River as part of the “Northern Latitudinal Passage” project. The new transport corridor will connect the western and eastern parts of the Yamalo-Nenets Autonomous District, support the development of the Northern Sea Route's cargo base, and create a new international transport and logistics route for cargo from the Urals and Western Siberia.
