Large families in the Far East receive support under the “Million for the Birth of a Third or Subsequent Child” program
In September 2024, the Russian Government, on the instructions of the President of the Russian Federation, expanded the list of regions in the Far East where large families can receive 1 million rubles to pay off a mortgage loan upon the birth of a third child or subsequent children. The new support measure has been extended to the Far Eastern regions, where the total fertility rate for third and subsequent children was below the average for the Far Eastern Federal District in 2023. These are the Chukotka Autonomous District, Kamchatka, Khabarovsk, Amur, Magadan, Sakhalin Regions and the Jewish Autonomous District. In addition, the program continued to operate in Primorsky Region, where it was launched in January 2023 in a pilot format on the initiative of the Ministry for the Development of the Russian Far East and the Far East and Arctic Development Corporation (FEDC).
Advisor to the General Director of the Far Eastern Development Fund Marina Dedyushko: “New demographic initiatives are being implemented in conjunction with other social programs aimed at improving the quality of life of Far Easterners. Among them are the “Hectare” and “Far Eastern Mortgage” programs, construction of new housing and social infrastructure under the presidential unified subsidy, comprehensive renovation of Far Eastern cities within the framework of the implementation of master plans, development of education, and creation of conditions for the development of small and medium-sized businesses. In 2023, in Primorsky Region, during the implementation of a pilot project to pay 1 million rubles for the birth of a third or subsequent child, the birth rate of third children increased by 1.5%. We expect that as a result of the expansion of the program, more than 2.2 thousand third or subsequent children will be born in Far Eastern families by 2026."
