Measures to attract scientists and the opening of a pilot scientific site were discussed at the Supervisory Board of the Development Fund of the Innovative Scientific and Technological Center "Russkiy"

The Supervisory Board of the Development Fund of the Innovative Scientific and Technological Center (ISTC) "Russkiy" was held under the chairmanship of the Deputy Minister of the Russian Far East Development Vitaly Altabaev. The meeting was attended by the General Director of the Development Fund of the Innovative Scientific and Technological Center "Russkiy" Elena Kharisova, the General Director of the Far East and Arctic Development Corporation (FEDC) Nikolay Zapryagaev, the Deputy Chairman of the Government of Primorsky Region Nikolay Stetsko, the Minister of Professional Education and Employment of Primorsky Region Sergey Dubovitsky and the Deputy Minister of Economic Development of Primorsky Region Irina Mikheeva. The ISTC "Russkiy" is being created on the instructions of the President of Russia. The project was initiated by the Far Eastern Federal University, and the implementation period is until 2030. The center is planned to include five key complexes: “IT Park”, “Biomedicine”, “Biotechnology”, “Marine Engineering”, and “Russian School”. The construction of the first facilities will begin in the fourth quarter of 2025. Residents of the ISTC are provided with large-scale preferences: tax holidays for 10 years (on income tax, property tax and VAT), reduced insurance premiums, no requirements for a minimum investment volume. The management company provides support for projects on a one-stop-shop basis – from certification and patents to connection to the scientific base of FEFU. The creation of the ISTC will allow the formation of a unique scientific and production ecosystem in Primorsky Region, capable of generating and scaling up science-intensive developments in the interests of the economy of Russia and the entire Asia-Pacific region.
