In Primorsky Region, master plans for six cities are being implemented. Development plans for the Vladivostok agglomeration, including Artem, as well as Nakhodka, Ussuriysk, Arsenyev and Bolshoy Kamen, were approved in December 2023 for the period up to 2030. The key objects of Primorsky Region master plans include the all-season ski resort "Arsenyev". It is being built on the principles of public-private partnership under the "Far Eastern Concession" program implemented by the Ministry for the Development of the Russian Far East and the Far East and Arctic Development Corporation (FEDC) on the basis of the Regional Sports School of the Olympic Reserve and the sports and tourist center "Salut" on Mount Obzornaya in the city of Arsenyev in Primorsky Region. The new facility will become the largest investment project in the tourism industry of Primorsky Region and one of the largest in the Far East.
The resort will have ski slopes with a total length of over 12 km, two modern high-speed cable cars with a travel time of 5.5-6 minutes (instead of 25 minutes previously on the T-bar), an indoor swimming pool and an outdoor swimming pool as part of the summer infrastructure, comfortable hotels with 230 rooms, multi-level car parks, and all the necessary engineering infrastructure. The resort will become a new point of attraction for housing construction - by 2030, about 154 thousand square meters of housing for more than 3 thousand families will be built nearby.
