Master plans for the modernization of cities in the Far East received systematic funding and a unified implementation mechanism until 2030.

The implementation of master plans for cities in the Far East has become systematic—key decisions have been incorporated into national projects, state programs, and financial instruments. Master plans are becoming the foundation for infrastructure and social investments, secured through at least 2030. This was announced by Elvira Nurgalieva, Deputy Minister of the Russian Federation for the Development of the Far East and Arctic, at a meeting dedicated to the results of the implementation of social programs and initiatives of the Ministry for the Development of the Russian Far East and the Far East and Arctic Development Corporation in 2025.

Elvira Nurgalieva noted that 2025 marks a significant milestone on the path to a systemic development model for cities in the Far East. For the first time, a unified mechanism has been established that ensures predictable funding, transparent project selection, and long-term sustainability of master plan implementation, creating the foundation for comprehensive urban renewal and improved quality of life in the macro region. The changes envisaged by the master plans have been integrated into national projects. Five national projects have been developed with separate sections tailored to the specific needs of cities in the Far Eastern Federal District. As a result, they include 89 projects with a total value of 209 billion rubles. Existing financing mechanisms are enshrined in law. Rules for the Provision of Treasury Infrastructure Loans have been adopted, with a separate section for the Far East. Under this instrument, a limit of 100 billion rubles has been allocated for the Far Eastern Federal District and the Arctic Zone of the Russian Federation, of which 10 billion rubles will be allocated to the regions in 2025.
