FEDC has applied artificial intelligence in monitoring the implementation of master plans

The Far East and Arctic Development Corporation (FEDC) has successfully tested new functionality for the Information System for Project Management (ISPM) for the Implementation of Master Plans for Far Eastern Cities. The system integrates an AI assistant based on Sber's GigaChat, designed to automate the monitoring of reports on the completion of master plan milestones.

"More than 900 organizations of various ownership types are involved in the implementation of master plans, including regional development institutions, regional government agencies, and private investors, who are constructing over 1,800 facilities. The total number of control points is approaching 100,000. The quarterly reporting flow amounts to up to 10,000 documents, which created an excessive administrative burden on specialists and increased the risk of formal approvals," said Kirill Berman, Executive Director for Digital Transformation at the FEDC. "The new AI assistant checks the content of the reports and verifies the attached documentation, requesting clarifications from the performers and actual confirmation of the work progress." During a pilot operation in the first quarter of 2026, an AI assistant duplicated the functions of human controllers. According to the Far East and Arctic Development Corporation, human controllers confirmed the accuracy of the AI's decisions in over 90% of cases. The testing was deemed successful. Future plans include a transition to a fully automated system for accepting checkpoints for master plan implementation in cities across the Far East.
