On the implementation of the program "Far Eastern Concession"

The Corporation for the Development of the Far East and the Arctic (FEDC) held a meeting dedicated to summing up the results of the implementation of the “Far Eastern Concession” program in 2022 and plans for 2023.

Aleksey Tokar, Executive Director for Public-Private Partnership Projects of the FEDC, noted that in 2022, at the presidium of the Government Commission on the socio-economic development of the Far East, applications from five regions for the creation of 14 facilities with a total estimated cost of about 31 billion rubles were approved. These projects include the construction of a coal-fired boiler house in the Trans-Baikal Territory, outdoor lighting in the cities of Chita and Birobidzhan, children's institutions and sports facilities in the Magadan Region and the Khabarovsk Territory, and a ski resort in Primorsky region.

Speaking about the plans, the Executive Director for Public-Private Partnership Projects of the FEDC said that in 2023 it is planned to approve the creation of about 30 facilities under the “Far Eastern Concession” program as part of the implementation of city master plans, the Far Eastern Quarter program, and instructions from the President of Russia and the Government.

For reference: at the initiative of the Ministry for the Development of the Far East of Russia, in September 2021, a Decree of the Government of the Russian Federation on the implementation of the Far Eastern Concession program was signed. In September 2022, the Arctic Concession program was similarly initiated. The meaning of these programs is that a private investor builds infrastructure, and the state returns investments to him within no more than 15 years.
