The competition was held by the Center for Management Innovations jointly with the Financial University, with the support of the Union for the Development of Public Finance. The Ministry for the Development of the Russian Far East was recognized as the best in the "Practices for the Development of Economic Sectors and Urban Development" category for its project "New Far East. Developing Modern Cities." The project showcases the Ministry's systematic work on the renovation of 25 cities in the Far Eastern Federal District, in which the Far East and Arctic Development Corporation (FEDC), the Federal Agency for State Planning and Development "Vostokgosplan," municipalities of the Far Eastern Federal District regions, federal executive bodies, and relevant organizations also participate.
The effectiveness and innovation of the Ministry for the Development of the Russian Far East's approach lies in the integration of several elements: the creation of a single decision-making center, the active involvement of residents and the professional community in the development of urban development projects, and the introduction of a digital implementation management tool. The FEDC has created a master plan project management information system, which provides a full digital cycle—from creating a list of objects and monitoring progress to analyzing effectiveness. More than two thousand specialists, including federal, regional, and municipal authorities, have access to the system. Vostokgosplan continuously monitors the progress of master plan implementation.
