The State Duma supported in the first reading bills aimed at further development of unique legal regimes in the Far East and the Arctic

On February 15, the State Duma adopted in the first reading drafts of federal laws, prepared by the Ministry of Eastern Development of Russia. The projects provide for the establishment of a special regime for residents of the international priority development territory (International ASEZ), as well as the expansion of territories that are part of the Arctic zone of the Russian Federation (the inclusion of two municipal districts of the Khanty-Mansiysk Autonomous Okrug - Ugra in the Arctic zone). The bill on the International ASEZ was prepared in pursuance of the instructions of the President of the Russian Federation Vladimir Putin following the results of the Eastern Economic Forum 2022. It provides for the possibility of creating a special type of priority development areas on the territory of the Far Eastern Federal District - “international priority development areas.” The official representative of the Government of the Russian Federation, State Secretary - Deputy Minister of the Russian Federation for the Development of the Far East and the Arctic, Pavel Volkov, said, that the preferential regime of the International ASEZ is aimed at stimulating the attraction of foreign investment, the creation of facilities for the production of products with high added value together with partners from friendly countries.
