When determining the scope of preferences and benefits, it is proposed to consider the social aspects of projects, specifically the company's willingness to hire local employees, set salaries above the regional or industry average, and other factors. Furthermore, it is planned to adjust the availability and level of benefits within the unified preference regime depending on the business's profitability. This approach, according to the minister, will help balance the interests of entrepreneurs and the state.
