Interview with the Head of the Ministry of Eastern Development Alexey Chekunkov about the results of 2023

The priority task is the development of Far Eastern cities. Thanks to the decisions taken on behalf of the President of Russia, the foundations of work for the next decade have been laid. The realization of the first of more than 1,000 projects included in the master plans has already begun. A similar program is starting in the Arctic. In five years, the volume of housing construction in the Far East has doubled. This is the effect of the preferential “Far Eastern Mortgage” and new programs - “Far Eastern Quarter”, “Affordable Rental Housing”. In 2023, the conditions of housing programs are not only preserved, but also improved. Thus, for the “Far Eastern Mortgage” the rate remains at 2%, the down payment is 20%, the mortgage ceiling has been increased from 6 to 9 million rubles. Particular attention was paid to the north. In 2023, the law on northern delivery was adopted. Another historical record has been set for the volume of traffic along the NSR, which connected the Far East and the Arctic, and in the future will connect Asia with Europe. A program for the development of Far Eastern universities is being implemented. The first effect: a record three-fold influx of freshmen to Far Eastern universities from other regions of Russia. The Far East is once again becoming a place for the young and brave. An influx of young people who came to the regions of the Far Eastern Federal District was recorded in the age group of 20-24 years. Young people are interested in new enterprises, career and social elevators created by world-class projects. 2024 will be a year of major projects. The country's largest developers are already competing to build residential neighborhoods in Khabarovsk, Chita, Vladivostok, Yuzhno-Sakhalinsk and other cities. Construction of a satellite city of Vladivostok will begin: an investment consortium has been formed with leading development institutions. In 2024, the first international priority development territories will be created. Foreign companies will be able to implement investment projects in the Far East on even more attractive terms.
