Report of Alexey Chekunkov at the final meeting of the Collegium of the Ministry for the Development of the Far East of Russia
Russian President Vladimir Vladimirovich Putin has made the rise of the Far East a national priority for the entire twenty-first century.
The Government of the Russian Federation is implementing a set of measures to improve the quality of life in the Far East. The key to this is to accelerate economic growth.
For 10 years, 73 Federal laws and 414 acts of the Government have been adopted in the interests of the region's rapid development. The State Duma took an active part in the creation of key mechanisms, such as the Territories of Advanced Development, the Free Port of Vladivostok, the Far East Hectare and others; and closely monitors how they work in reality.
With state support measures, 3,399 projects are being implemented in the Far East with a total investment commitment of 8.2 trillion rubles and the creation of more than 270,000 jobs.
The federal legislation makes the Ministry and institutions for the development of the Far East responsible for supporting each project - from allocating a plot of land and providing infrastructure to attracting personnel and supporting the export of products.
In 2022, residents of preferential regimes have actually invested more than 792 billion rubles in the creation of new enterprises, 178 enterprises have been put into operation and more than 25 thousand jobs have been created.
The growth rate of investment in fixed capital in the Far East is more than 3 times faster than the national one.
The difference in the cost of housing in the Far Eastern Federal District compared to the national average decreased from 15% to 4% in 2019-2022.
State investments in the development of the Far East and the Arctic are among the most profitable investments of budgetary funds.
The volume of tax revenues, insurance premiums and customs duties paid by residents of preferential regimes since 2015 amounted to 234 billion rubles. At the same time, the accumulated budget expenditures, as well as the benefits provided to residents over the same period, amounted to 179 billion rubles. Thus, the funds invested from the budget of the Russian Federation in the development of the economy of the Far East to date have brought almost 55 billion rubles of profit to the budget.
