Family Day in the Far East and the Arctic: 2% mortgages and the "Million for the Third and Subsequent Child" program help large families

The first 500 large families took advantage of the Far Eastern and Arctic Mortgage program after it was expanded to a new category of recipients. The total amount of loans issued to this segment of program participants exceeded 3 billion rubles. In December 2025, at the direction of Russian President Vladimir Putin, the preferential mortgage program was extended to large families in which a third or subsequent child was born after January 1, 2024. For this category of citizens, the age limit for parents was also waived.

"The Far Eastern and Arctic Mortgage Program remains a key support tool for families in the macro-region. Its expansion to include large families has complemented the existing Far Eastern demographic package and strengthened its effectiveness. Today, families can not only purchase their own home on preferential terms but also significantly reduce their debt burden after the birth of their third or subsequent child by paying 1 million rubles toward their mortgage. This comprehensive approach helps families feel more confident in deciding whether to have children, improve their living conditions, and plan for their future in the Far East," noted Sergei Potanin, Director of the FEDC's Department of Social Projects. According to the Far East and Arctic Development Corporation (FEDC), 185,000 subsidized mortgage loans have been issued to date in the Far Eastern Federal District under the "Far Eastern and Arctic Mortgage" program, with another 27,400 issued in the Arctic zone of the Russian Federation. More than 210,000 families have been able to purchase apartments or build houses, receiving over 1 trillion rubles in loans.
