The bulk of loans under the program—71%—are allocated for the purchase of housing in the new-build market. This fulfills one of the program's key objectives: stimulating new construction. From 2020 to 2025, every second apartment in new buildings in the Far Eastern Federal District was purchased using a Far Eastern mortgage. Over the same five-year period, the volume of new construction more than tripled, from 2.3 to 7.1 million square meters, while annual housing completions doubled, reaching a record 4.7 million square meters in 2024. This growth in investment activity has placed the region's construction sector on a sustainable development trajectory.
Deputy Minister for the Development of the Russian Far East Elvira Nurgalieva: "The preferential mortgage lending program remains one of the most effective tools for the region's demographic and economic development. Thanks to it, thousands of families have improved their housing conditions, and the construction industry has experienced a steady demand for new housing. Preferential mortgages have eased the burden on family budgets in the Far East: over 10 years, the share of mortgage payments has been halved – from 63% of the average salary to 28%. The program directly supports the implementation of master plans, which are creating modern residential neighborhoods and social and utility infrastructure in the district's cities. "Far Eastern Mortgage” remains one of the key factors systemically creating incentives for living and working in the Far East: from supporting the construction industry and containing housing prices to creating modern and convenient urban landscapes."
