July 13, 2025 marked 5 years since the creation of the preferential regime of the Arctic Zone of the Russian Federation (AZRF) - the largest territory in the world with special conditions for doing business. The preferential regime, fully or partially extended to 10 regions of the Russian Arctic, operates with the aim of attracting investment, creating new enterprises in various sectors of the economy and new jobs, increasing tax revenues to regional budgets and thereby improving the quality of life of northerners. The management company of the AZRF is the Far East and Arctic Development Corporation (FEDC), operating under the leadership of the Ministry for the Development of the Russian Far East.
During this time, the AZRF regime has proven its effectiveness and has become a driving force behind economic growth due to the formation of comfortable conditions for business – a wide range of tax breaks and administrative preferences. According to Anastasia Zhuk, Director of the Department for Support of Implementation of Investment Projects of the AZRF in the Far East and Arctic Development Corporation, thanks to the preferential regime, more than 1.1 trillion rubles of private investment have been attracted to the economy of the Russian Arctic. Under agreements with the FEDC entrepreneurs are implementing 945 investment projects and creating over 31 thousand jobs. In fact, 182.2 billion rubles have been invested and 11.8 thousand jobs have been created. Business has opened 247 enterprises in the areas of tourism and recreation, medical services, industry, construction, energy, aviation, catering and others.
