The Russian Government discussed the implementation of the “Far Eastern Concession” mechanism in the Far East

We are talking, among other things, about plans for the social development of economic growth centers, which were launched on the initiative of the President. They include the creation and modernization of infrastructure that is in demand by residents - kindergartens, schools, hospitals and clinics, housing and communal services, roads, as well as the improvement of public spaces.
One of the tools for implementing such projects is the Far Eastern concession. Within the framework of such an instrument, the state guarantees companies a return of investment and minimization of the corresponding risks when investing.

The Far Eastern concession mechanism was adopted in accordance with the decision of the Government of the Russian Federation. It allows to attract private investment in the construction of medical, sports, engineering infrastructure, educational and cultural facilities, improving the standard of living of people in the Far East.
In 2022–2023, within the framework of the Far Eastern concession, 96 billion rubles were allocated for the construction of facilities in nine regions.
In particular, four schools, a rehabilitation center, a health center with a swimming pool, a ski stadium, and a marine tourism center will be built in the Magadan region.
In the Primorsky Region there is a modern ski resort in Arsenyev, a school in Vladivostok.
In the Khabarovsk Region there is a children's camp and the Far Eastern Art Museum.
A new public center will be built in the Kamchatka Region and the central square of the regional capital will be improved.
A national museum and theater “Baikal” will appear in Buryatia.
In Chukotka there is a hotel and sports complex in Ugolnye Kopi.
In the Trans-Baikal Region, a new street lighting system, an archery center and a martial arts center in Chita, and communal infrastructure facilities will be created in the village of Pervomaisky.
In the Jewish Autonomous Region we are reconstructing the lighting system of Birobidzhan.
In Yakutia, we will reconstruct four oil depots necessary for northern delivery and supply to remote areas.
Dear Mikhail Vladimirovich, the Far Eastern concession will become even more important in 2024 and subsequent years, as it will become one of the most important financing mechanisms for the renovation program of Far Eastern cities implemented by the Government on behalf of the President of the Russian Federation.
You know that within this program, living conditions in 25 cities will be improved and a new satellite city will be built. More than 4 million people, that is, half of the population of the Far East, will feel the results of this work. For the implementation of the program, 165 billion rubles are allocated from the federal budget in 2024–2026.
