Project management center to develop creative industries proposed for the Far East

The development of the creative industry in the Far East and the creation of conditions to stimulate the said sector were discussed during a round table at the Russian Far East and Arctic Development Corporation. The event, organized in preparation for the VII Eastern Economic Forum - 2022, to held from September 5-8, 2022 in Vladivostok on the campus of the Far Eastern Federal University (FEFU), brought together key experts in the creative industries.

In the context of large-scale changes in the economy of the Far East, when centers of economic growth and large investment projects are being created, migration outflow is reduced, a demand has been formed for a new quality of life. The creation of cultural centers and modern spaces, and the potential for the development of creative industries is also being formed. In accordance with the Concept for the Development of Creative Industries adopted by the government at the end of 2021, an action plan was developed to create state support mechanisms, new educational programs, art residences, and identify priority areas.

To effectively support creative industries, it is necessary to develop a methodology for study and evaluation. One way was suggested by the director of the center “Russian Cluster Observatory” ISSEK NRU HSE Evgeny Kutsenko: “Catching such a complex object as a creative economy is only possible through a set of metrics. For instance, in addition to traditional statistics, it’s important to calculate the share of creative workers employed in traditional industries, including manufacturing. Our estimates for Russia show that the size of such “hidden” creative employment exceeds the number of people employed in the creative industries themselves. Support for such synergy of industries in specific territories and projects is a logical scenario for the state. Another point: an effective monitoring system should not only aggregate past data, but swiftly identify promising brands, teams, and projects throughout the territory, and orient policy measures towards scaling new business models with maximum economic effect. It is important to suggest to the regions and cities their creative specialization and help build mutually beneficial interaction.”
