The Federation Council of the Russian Federation approved the law "On Northern Delivery"

The Federation Council approved the law "On Northern Delivery", developed by the Ministry for the Development of the Russian Far East on behalf of the President of the Russian Federation. The document defines the concepts of “territories of northern delivery”, “territories with limited delivery times”, establishes a priority in servicing cargo, and introduces their division into categories. The Ministry for the Development of the Far East of the Russian Federation will act as the single federal coordinator of the northern delivery. The bill provides for a clear distribution of powers in this area between the federal, regional and municipal levels. The concept of a single maritime operator of northern delivery is also being introduced - this will be a legal entity determined by the government that will ensure regular transportation of northern delivery cargo between seaports. The term of the law is 15 years. The date of commencement of operation of the unified marine operator of northern delivery will be determined by the Government of the Russian Federation no later than January 1, 2026. The bill provides for the creation of a federal state information system for monitoring the northern delivery (FSIS "Northern delivery"). The system will provide "processing and analysis of information on the northern delivery, monitoring the movement of goods and well-timed identification of risks of supply disruptions." The operator of the new information system will be able to act both directly from the Ministry for the Development of the Far East and an organization subordinate to it.
