Government approves the expansion of the boundaries of Advanced Special Economic Zones in the Far East

Decrees No. 683 and No. 684 dated April 18, 2022 The Russian Government has decided to expand the boundaries of two Advanced Special Economic Zones (ASEZ) - “Khabarovsk” and “Komsomolsk.” This will make it possible to implement new projects and attract additional investments to the region’s economy.

The Russian Government has decided to expand the boundaries of two Advanced Special Economic Zones (ASEZ) - “Khabarovsk” and “Komsomolsk.” This will make it possible to implement new projects and attract additional investments to the region’s economy.

According to a decree signed by Prime Minister of Russia Mikhail Mishustin, the perimeter of the “Komsomolsk” ASEZ will include a plot located in the city of Komsomolsk-on-Amur. The expansion will make it possible to create the right conditions to implement a new investment project regarding the organization of an integrated development center to produce regional and unmanned aircraft, as well as the implementation of the multi-purpose aircraft LMS-901 “Baikal” program. The aircraft can be used to transport cargo, for rescues, forest patrols, and monitoring operations, as well as medical transport. In the future, the LMS-901 “Baikal” will replace those An-2 aircraft still in operation.

The investment project is included in the state program “Development of the aviation industry,” scheduled to take place until 2025. Its implementation will attract up to 500 million rubles in private investment.

Another government decree implies the expansion of the “Khabarovsk” ASEZ by including plots of land in the regional capital in the boundaries of the territory. The organization of new production for reinforced concrete products necessary to construct houses is being planned there. The implementation of the project will attract at least 350 million rubles from private investors.

The Advanced Special Economic Zones were created to stimulate the development of priority sectors of the economy in the regions of the country. A wide range of benefits and preferences is available to ASEZ residents, including reduced tax rates, insurance premiums, as well as a number of simplified administrative procedures.

The signed documents amended government decrees No. 630 and No. 628 dated June 25, 2015.
