The Russian Government has approved an updated list of activities within the framework of the implementation of master plans for cities in the Far Eastern Federal District

In October 2025, the Russian government approved a decree consolidating previously existing documents on the implementation of master plans for Far Eastern cities. The new decree stipulates the completion of all activities by 2030 and clarifies funding parameters and the scope of projects, considering the work already completed. The Ministry for the Development of the Russian Far East and the Far East and Arctic Development Corporation (FEDC) are overseeing the comprehensive renovation program for 25 cities in the Far Eastern Federal District.

Considering previously completed measures, the total cost of the Far Eastern cities renovation program is 3.6 trillion rubles (previously 4.4 trillion rubles), including 1.3 trillion rubles in federal funding (previously 1.8 trillion rubles). The total number of projects is 1,057 (previously 1,311). The adjustments to the parameters are related to the completion of project implementation and the development of project documentation for these projects, as well as the clarification of the funding sources.

The list includes the city of Tsiolkovsky in the Amur Region, which will be developed jointly with Svobodny as part of a single agglomeration. This decision will allow for the synchronization of the development of social, transport, and service infrastructure in the area of major industrial centers.

According to Elvira Nurgalieva, Deputy Minister of the Russian Federation for the Development of the Far East and Arctic, the work to update the master plans was carried out at the request of the Chairman of the Government of the Russian Federation.
